The Trump administration plans to aggressively acquire bitcoin through budget-neutral methods that will not affect taxpayers, says Bo Hines, the CEO of the Digital Association Presidential Council, under a panel At Blockworks’ Digital Asset Summit 2025.

“The president was adamant to create SBR. We wanted to make sure that we did it right in a way that respected bitcoin to be so unique and also gave credibility to innovation and other spaces in the digital asset world,” Hines said.

The administration sees Bitcoin as a commodity rather than a security, and emphasizes its inherently stored value and unique properties.

“Bitcoin, it’s not a security, it’s a product.

Hines, appointed by President Trump to lead the crypt area, works with the White House’s crypto and AI Czar David bags to facilitate innovation and growth in the crypto sector.

“It is something that is absolutely necessary for the United States to have, retaining, continuing to build on,” Hines said, drawing a parallel between bitcoin and gold.

Hines added that the administration is focused on finding ways to acquire more bitcoin without burdening taxpayers and focused on “budget -neutral” approaches.

He said that Trump’s cryptos council cooperates with the Treasury and the Trade Secretary to identify viable acquisition strategies.

On the question of acquisition goals, Hines compared it to ask how much gold a country wants, which means a desire to acquire as much as possible.

“It’s like asking a country, how much gold do you want? Right? I mean, as much as we can get,” he said.

In an interview with CNBC’s Squawk Box earlier this month, Treasury Secretary Scott Bessent, a well -known Bitcoin advocate, said that Bitcoin acquisition plans is in discussion but the first step would be to prevent further liquidation of seized bitcoin by the government.

Bessent stated that the next step would be to explore strategies for further BTC acquisitions. He also noted that while Bitcoin is in focus, the initiative aims to include a broader cryptoic reserve.
